Sometimes the plucking habit comes from underlying medical issues. So if your bird hasn't been to the vet in the last 6 months, the first best thing to do is get them to a professional to rule out any health issues.

Here are your personalized steps to help your bird get their feathers back:
Stop the bird-plucking cycle with a medium weight bird collar.
Consider going with a little heavier collar that is firm enough that your bird will have to “work it” in order to perform his habit.
Sew up a new bird collar yourself and save money! Use my DIY Velcro Closure bird collar pattern. (Instructional graphic with link to tutorial)
If sewing is not your jam, you can buy a pre-made Velcro Closure Cone Bird Collar.
Depending on the plucking location, you might want to try a thick neck style bird collar like the Huggle or the Fringy Neck Collar.
